A voice he didn't recognize, calling from a 410 area code, began spouting anti-Hispanic vulgarities. Then came the threat.
"The person said, don’t get surprised if your places blow up in pieces, plus some other things."
Quiroz received one of three calls placed to members of the advocacy group one June day. Another threatened to kill a board member.
"The threats in this case are very serious," said Kerry O'Brien, Casa's senior manager for legal services. "There was one to put two bullets in the back of the head of an Episcopal priest.
Detectives believe Queen made those calls.
Queen was arraigned Tuesday afternoon on two counts of making false statements -- threatening to use a destructive device -- and two counts of telephone misuse, police said. He was held on $250,000 bond.

"And so anybody who is filled with that type of hate, we're very happy that somebody who might have done that is behind bars," said O'Brien.
"I feel more, uh, more confident, more safe that out staff is safer -- at least from him," added Quiroz.
