Two professors at the University of the District of Columbia are suing the city to gain access to the D.C. Jail's emergency evacuation plan.
Matthew Fraidin and William McLain have taught a course in government accountability in the aftermath of Hurricane Katrina, which devastated New Orleans. The professors asked the Department of Corrections for its evacuation plan in December, two years after Katrina left 8,000 prisoners stuck in the Orleans Parish jail for four days without food or electricity.
The Department of Corrections has refused to release the evacuation plan, saying terrorists could acquire information and disrupt the city's ability to handle a disaster situation. A court hearing is scheduled for Sept. 19.
