Gov. Martin O'Malley is announcing plans for a statewide communications system for emergency responders. The idea is to create one system for all state and local agencies making it easier for them to talk to each other during a crisis. Construction of the new system will take place in phases over the next five to eight years. It will eventually involve building five towers, two fiber optic connectivity projects and connecting 911 centers and hospitals in jurisdictions statewide. It's unclear exactly how much it will cost, but it could be hundreds of millions of dollars over several years and involve federal, state and local money.
