FREDERICK, Md. - Authorities say a Frederick County teacher is accused of using his cell phone to record teenage girls change their clothes.

Twenty-five-year-old Adam Windsor was the band director and theater arts teacher at Ballenger Creek Middle School. He's now charged with two counts of child sex abuse and two counts of visual surveillance of a minor. 

Former band students describe Windsor as "cool." Now it's not clear if the man who taught at the school for three years will ever be coming back.

"I was like surprised because I thought it was a good school -- and it still is -- but it's like surprising," said Susana Diaz, a former Ballenger Creek student.

"It feels [kind of] weird [be]cause I had him for two years," added AJ Russell, a former student.

Federal agents picked up Windsor from his modest duplex in Hagerstown June 17. Daniel McKinney and his eight-year-old son live a few doors down.

"It makes it unnerving for [you]. You don't know if you can leave them alone anymore these days or what neighborhoods you can actually go into," said McKinney.

Windsor is facing child sex charges in Frederick County. The principal at Ballenger Creek mailed parents a letter Monday letting them know Windsor is accused of using his cell phone to videotape two female students changing clothes for a school activity without the students' knowledge.

"We would have adjudications during the school day so we would -- obviously people didn't want to wear their dress shirts and dress pants the whole day so they would just go back there and change into their street clothes," explained Marshall Porter, a former student. "They could go into the bathroom but some people just went in the locker room and changed."

"I wouldn't have expected him to do something like that. I mean he had a girlfriend. He had pictures of his girlfriend," added Christopher Chamberlin, a former student.

Frederick County says it runs background checks and fingerprints all of its employees.

The Frederick County Sheriff's Department says the feds charged Windsor and he's now out on home detention with one of his parents in Harford County, Md. He's expected to be brought back on state charges.
