The D.C. Council has given preliminary approval to restrictions on noisy demonstrations.
The measure steers the loudest demonstrations away from residential neighborhoods and would limit noncommercial public speech during the day to no more than 80 decibels at a distance of 50 feet.
An earlier version of the legislation set the level at 70 decibels.
Critics say the measure infringes on the rights of labor unions and other groups to protest, but supporters say other cities have adopted even more restrictive regulations.
Under an amendment proposed by council member Kwame Brown, inspectors from the Department of Consumer and Regulatory Affairs would enforce the noise limits, not police.
A final vote is expected in June.
